Interesting question - expat, or expatriate, also refers to someone who lives outside of their country (according to the dictionary), but its popular use is to refer to people who were sent abroad by their companies. You bring up a very good point. We assign so many meanings and connotations to words all the time. Maybe this is for another article :)
